OCFS Definition of Terms Used: "Certified Boarding Homes are those individuals who only want to provide foster care and are not interested in adoption. Relative Foster Homes are those individuals who only want to provide foster care to children they are related to. Pre-Adoptive Homes are those individuals who want to adopt children. They may also take foster care placements pending an adoptive placement."
