264 or 30% of those children were listed separately from one or more siblings.

Definitions and Inclusion Criteria

All information for this analysis is based on the New York State Adoption Album photolistings for 2000.

For this analysis, an individual was counted as a separated sibling if his/her photolisting mentioned any sibling with whom he/she was not listed. Some individuals counted as separated may have been planned for or placed with one or more siblings, however, because they were still planned separately from one or more other referenced siblings, they were included in this count.

The analysis includes only those children who were being planned for separately, or had been placed separately, from a sibling and were added to the photolistings or updated during the year 2000. Reference to the number of children waiting, placed, or withdrawn refers to the status of those children photolisted during 2000, by December 31^st of that year.

Individuals who were listed separately from non-biological foster siblings, or were listed separately from biological siblings because one member of the sibling group was not yet freed, were not included in this analysis.

• In 2000, 173 children from local districts were photolisted separately from one or more siblings.
• Orange County Department of Social Services photolisted the most children planned for separately (24) of all 58 local districts.
• Orange County DSS photolistings of children planned for separately constituted 14% of siblings photolisted separately in all 58 local districts.
• Cattaraugus, Fulton, Herkimer, and St. Lawrence County Departments of Social Services each had the highest planned separately/total photolisted ratio of all 58 local districts, at 100%. Each of these counties photolisted one child, and each of these children was planned for separately from one or more siblings.

• In 2000, 91 children from private agencies were photolisted separately from one or more siblings.
• Of the children in private agencies, 35 were located in the New York City area, with the other 56 located Upstate.
• Abbott House photolisted the most children planned for separately (21) of all the private agencies.
• Abbott House photolistings of children planned for separately constituted 23% of siblings photolisted separately in all private agencies.
• Catholic Charities-Cortland had the highest planned separately/total photolisted ratio of all private agencies, at 83%. Catholic Charities-Cortland photolisted 6 children, and 5 were planned for separately from one or more siblings.
